McMinnville Landing Moves From Planning to Possibility

Momentum continues to build for McMinnville Landing as the project advances into its next phase of planning, infrastructure coordination, and site promotion. Following completion of the McMinnville Landing Master Plan and ongoing infrastructure planning efforts led by the City of McMinnville, property owners are now partnering with the McMinnville Economic Development Partnership (MEDP) to actively market and position the site for future development opportunities. 

Located along Highway 18 between the McMinnville Municipal Airport and Willamette Valley Medical Center, the approximately 190-acre McMinnville Landing Innovation District has been envisioned as a future-focused employment and commercial center designed to support advanced manufacturing, entrepreneurial growth, technology, aviation, bioscience, retail, and other innovation-driven industries. 

The adopted Master Plan established the long-term vision and development framework for the district, including employment lands, commercial opportunities, open spaces, transportation connectivity, and infrastructure considerations. With that foundation now in place, attention is shifting toward implementation and readiness. 

 

A key milestone in preparing the district for future investment has been the City of McMinnville’s infrastructure planning work. This effort has focused on evaluating transportation improvements, utility coordination, stormwater management, and long-term service capacity necessary to support phased development across the site. 

In parallel, McMinnville Water & Light (MW&L) has been advancing plans for a future electrical substation that will help serve the growing energy demands of southeast McMinnville and the Landing area. The additional substation is considered a critical infrastructure component for supporting future industrial and commercial users within the district. Planning and engineering coordination are currently underway, with long-range timelines aligned to anticipated development and regional growth projections. 

As infrastructure readiness continues to progress, MEDP is now working alongside the three property owners to promote McMinnville Landing to prospective developers, employers, investors, and site selectors. Marketing efforts are focused on highlighting the site’s strategic location, transportation access, available acreage, workforce connections, utility planning, and proximity to key regional assets including the airport, higher education partners, and healthcare services. 

The district is intended to become a major employment hub and gateway into McMinnville — one that reflects the community’s long-term vision for economic vitality, innovation, and quality of life. 

As McMinnville Landing moves from planning into implementation, community partners continue working collaboratively to position the project as one of Oregon’s most significant future-ready development opportunities.

McMinnville Landing Project Timeline 

2019 
City of McMinnville adopts Great Neighborhood Principles to guide future community-focused development. 

2022 
The City adopts the Three Mile Lane Area Plan (3MLAP), identifying approximately 190 acres for the future McMinnville Landing Innovation District. 

July 2024 
Master planning process officially begins in collaboration with the City of McMinnville, property owners, consultants, and community stakeholders. 

2024–2025 
Planning and engagement activities include: 

  • Existing conditions and infrastructure analysis  
  • Community open houses and stakeholder engagement  
  • Draft development scenarios and preferred plan refinement  
  • Site design standards, branding, and vision development  

Funding Received for Infrastructure Feasibility and Master planning: 

  • Business Oregon’s Special Public Works Fund $60,000 
  • Governor’s Strategic Reserve Fund $100,000 
  • ARPA Funds to the City of McMinnville $250,000 

October 2025 
McMinnville Landing Master Plan Executive Summary completed, outlining the district vision for employment, innovation-focused research and development, retail, and open space. 

2025–2026 
City of McMinnville advances infrastructure planning efforts, including transportation, utilities, stormwater, and long-range service coordination. 

2026 
McMinnville Water & Light continues planning and engineering coordination for a future electrical substation to support long-term growth and industrial capacity in southeast McMinnville. 

Current Phase (May 2026)
Property owners are partnering with the McMinnville Economic Development Partnership (MEDP) to actively market and promote McMinnville Landing to developers, employers, investors, and site selectors. 

Future Vision 
McMinnville Landing evolves into a premier innovation district and employment hub supporting advanced manufacturing, technology, aviation, bioscience, entrepreneurship, retail, and community connectivity.
